Is that a sort of acrylic paint, or does it need any special application method?

not acrylic, its some toxic stuff. You have to paint the parts super smooth gloss black, then airbrush the Alclad over it.

Hmm... seeing as Alclad is toxic, how could achieve a similar effect with acrylics?

Any chrom paint will work, however the alclad is the best. Rubnbuff works good too.
